Commentary:
According to Texas State Law, horses are viewed almost identically to those riding bicycles and scooters. This means that they have to obey the rules of the road such as stop signs and crossings. At the same time, they are afforded all the same rights as cyclists. If they are struck by a vehicle while following the law of the roadway, then chances are, the driver of the bus made some kind of mistake. Now, considering this was a public transport bus, people need to understand that filing a claim against a local government is much, much different than filing a claim against a private charter bus company. There are plenty of roadblocks and red tape the government has fortified themselves behind in order to fend off claims before they even become an issue. Out of anything, time may be the most critical, because the time limits on filing a claim could be substantially shorter with a government agency.
