Commentary:
Unfortunately, this story has left a lot of gaps. I know scissor lifts can go to quite a variety of heights depending on what they’re intended to reach. So we’re not given an idea of the height the worker fell, or what caused the lift to overturn. These are things that need to be found out with a certain level of certainly to make sure the truth comes to light and that the appropriate party is held responsible.
If it was on an incline, or an operator made an error from the ground, or it malfunctioned, each of these things could influence who is held responsible.
