Cody Rhine, Ryan Southey Killed While Changing Flat Tire in Stephenville, TX


Stephenville, TX — Police have identified 23-year-old Cody Rhine and 24-year-old Ryan Southey as the men who were killed while changing a flat tire in Stephenville, Texas, on Saturday, July 25, 2015. The accident took place on FM 988, early that morning.

Local source say that Rhine and Southey were parked on the shoulder of FM 988, changing a flat tire when they were hit by a pickup truck being driven by 69-year-old Carl Garrett.

Reports also say that Rhine’s vehicle was sticking out into the eastbound lane of the road.

Rhine died at the scene. Southey was taken to John Peter Smith Hospital in Fort Worth, where he died a short time later. Garrett suffered minor injuries and was taken to Texas Health Harris Stephenville Hospital where he was treated and released.

The accident is still being investigated, although officials say that Garrett has not been charged.

Commentary

The driver of the pickup was on his way to work at a donut shop, so I’m going to guess this happened pretty early in the morning. It may have still been dark outside. Still, his vehicle should have had headlights on, so why wasn’t he able to see the two victims changing their tire? How closely was he paying attention to the road? Were there any witnesses to the accident? I don’t mean to cast any doubt on what the driver told police. But I think that this man does have a vested interest in making his version of events the version of events.

I was actually a couple cars back from this wreck, one of the first on the scene, and helped administer CPR on the victims. The truck driver was going way too fast, but it was actually his trailer that swung around and hit the suv, the semi-truck ended in the median.

At the company that I work for, e deal with monitoring construction activity and work around trenches and all sorts of construction equipment/vehicles. I sometimes wonder if construction companies have enough safety training to inform employees of how to protect themselves while on the job.
