Commentary:
One news report I’ve seen plainly states that the victim was in the road when he was struck, but is there any hard evidence at the scene to back that statement up? Were there witnesses? Hard evidence on the road? If there was evidence at the scene, independent investigators can take a look at it much closer and a lot longer than police tend to. Authorities that respond to the accident scene are sometimes more concerned with directing traffic than they are with evidence preservation, and a second opinion through an independent investigation can do quite a bit to uncover hidden details that were overlooked during the police’s first (and sometimes only) pass.
