Commentary:
Considering both vehicles in the accident were property of a school district, things are going to be handled a little differently than if these were two private vehicles. It should be a surprise to no one that the government has outfitted itself with some pretty heavy armor to defend itself from accident claims by placing a lot of roadblocks and detours on the path to filing. Sometimes there are severely limited damage caps. Sometimes there are strict time limits on filing that are up to 75% shorter than normal accidents. Filing a claim against the government is by no means impossible, but somebody experienced is going to need to show victims what hurtles to jump over, and pitfalls to avoid.
