LUBBOCK, TX — Jerry Riggins was hurt in a car accident in Lubbock, Texas on Sunday, December 7th, 2014. The article released by My Fox Lubbock said that the accident happened after another hit-and-run.
Jerry Riggins was hurt when he was struck by a passing motorist while he was walking along or trying to cross the street near the intersection of South Loop and University. Riggins was selling newspapers at the time of the accident.
EMS personnel took Riggins to a nearby hospital where an update on his condition was immediately unavailable.
The Lubbock Police Department is still investigating the accident.

With any kind of hit-and-run accident, there are always a lot of questions, but the first tend to revolve around why somebody would run in the first place. Now, I’ve seen plenty of cases where people are stricken with panic and hammer on the gas after a scary accident, after all, these are (hopefully) not common occurrences in their lives. These people usually return to the scene or notify authorities shortly after the accident. While it is not right, it is understandable. On the other hand, people who are trying to avoid contact with law enforcement, people who are trying to avoid taking financial responsibility, or other reasons need to be addressed sternly. This could be construed as negligence per se where an act is negligent because it violates a law or statute.
