Commentary:
While we dont know anything about the driver, or what may have happened, I can say that hit-and-run accidents generally happen for two reasons: either the driver is overcome with fear by a situation far out of the ordinary from everyday life. On the other hand however, we have the people that seemingly have something to conceal. Be it intoxication, a fugitive from justice, or for whatever reason, it tends to circle around contact with law enforcement.
