Commentary:
Accidents happen for any number of reasons, but hit-and-run accidents generally have a whole different set of facts all their own. In many cases, the offending driver instinctively hammers the gas after a serious accident, drives to a nearby familiar location, collects themselves, and generally they return to the scene minutes later. The other half that run tend to be the folks with something to hide. Either they are intoxicated, or under the influence of drugs, or are avoiding contact with law enforcement, either way, after finding the driver, determining his whereabouts before the accident should be a high priority. If the driver was served too much alcohol at a bar, the bar could be open to be punished with the driver.
