LEWES, DE — One person is dead and another is facing charges after a collision in Lewes, Delaware on Monday, May 5th, 2014, according to the report from The Washington Post.
Police with details fo the crash investigation have said that 47-year-old Raymond Trolan was hurt when the vehicle he was driving was struck head-on by a vehicle that drifted into his path from oncoming traffic while driving on John J Williams Highway.

Raymond Trolan was taken by EMS personnel to a nearby hospital where an update on his condition was unavailable.
The driver of the offending vehicle was identified in the report as 56-year-old David Esch, who currently faces a fourth drunk driving charge in connection with the accident.
Delaware State Police are investigating the crash.

Lawmakers understood the great deal of responsibility that it takes to operate a business that serves and sells alcohol. This is why many states are outfitted with liquor liability laws that allow citizens to take bars to task for accidents caused by their negligent service. What does negligent service entail? Well, in the State of Texas, if I decide to open an alcohol serving establishment like a bar or liquor store, I promise the state to sell and serve safely in exchange for my license to sell alcohol. If I serve an intoxicated person one drink, or serve a sober person to the point of intoxication, I have broken my promise to the state and could face liability in the event that my customer causes an accident. If a bar fueled this drunk driver, the bar AND the driver could be punished, but punishing the bar isn’t up to the state, its up to victims.
