Hampton Beach, NH — A pedestrian was sent to the hospital last month in critical condition after he was hit by a driver suspected of being under the influence. Paul Fields, 28, was walking along Ashworth Avenue on Tuesday, July 21, 2015 when he was hit by 18-year old Jacob Bailey’s car.
Police later arrested Mr. Bailey for being under the influence of alcohol or drugs.
This happened around midnight on Tuesday, they said. Fields was walking on Ashworth when he was hit by Bailey’s car, which was reportedly driving in the left-hand lanes. When police and paramedics arrived to take Fields to a hospital, they said that Bailey was arrested immediately.
At the last update, Fields was in critical condition and suffered from major head injuries. There’s been no word on the charges filed against Bailey.

Does anyone know if the accused here was under the influence of alcohol? Or was it drugs? The reason I’m asking is because while alcohol is often called a “drug,” it’s one that is regulated by the government and there are strict rules for selling & serving it. Obviously, one of these rules is that it’s illegal for minors to buy alcohol and also for adults to provide alcohol to minors.
If this teenager had bought alcohol from a liquor store or even a bar, whoever sold it to him might have incurred some liability for what happened in this accident. That’s assuming, of course, that alcohol was even a factor, and the news doesn’t specify that.
