Commentary:
With serious hit-and-run accidents like this, there really isn’t much to be done until the vehicle’s owner, or the driver of the vehicle are tracked down by authorities. Once the driver or vehicle is found though, I believe finding out why they ran should be the next order of business. Were they terrified after thinking they just killed somebody in the roadway? After all, hitting somebody with a car must be a pretty horrifying realization, but these these individuals usually return to the scene of the accident, or contact the authorities when they calm down. On the other hand, the driver could have been drinking, and trying to avoid contact with law enforcement. If this is the case, then a bar could very well be held liable right along side the driver, all it would take is a look in the right places to know for sure.
