Absolutely, and these possibilities need to be investigated before they can be ruled out. The news clearly says that the truck pulled out in front of the tractor-trailer, but if the tractor-trailer was speeding, it would have been easy for the victim to misjudge the speed, especially in the dark. If the tractor-trailer was speeding, it could bear some of the fault in this accident. A quick look at the trucks navigational data could tell us how fast the truck was going, and I think looking at this before we blame a victim is the responsible thing to do.
