Commentary:
There are a few details reported in the news that grabbed my attention. On one hand, this accident could have been caused by driver inexperience or error, but there is a chance that the truck was rendered uncontrollable by a brake or steering failure, and a simple look at the inside of the vehicle could tell us for sure. On the other hand, considering that this vehicle was city-owned, there could be miles of red tape set up to make difficult the process of filing a claim against a government body, which means time is the most important factor in this situation, because there could be different and far stricter time limits on filing than with a normal, non-government company.
